Governor to represent us at State Funeral

Wednesday 14 September 2022

Guernsey's Lieutenant Governor, and his wife, will be attending the State Funeral for Queen Elizabeth II on Monday.

The BBC reported that invitations went out over the weekend. 500 heads of state and foreign dignitaries have been invited along with representatives of the charities which Her Majesty worked most closely with.

The States of Guernsey yesterday confirmed that the Lieutenant Governor and his wife will represent the people of the Bailiwick at Westminster Abbey.

Plans have also been confirmed for a Service of Thanksgiving at the Town Church on Saturday 17 September, a minute's silence on Sunday 18, and a large screen so the public can view the State Funeral at Saumarez Park on Monday 19.

His Excellency the Lieutenant-Governor, Lieutenant General Richard Cripwell and Mrs Cripwell will be joined by Jersey's Bailiff; who is the island's Acting-Lieutenant Governor, the Lieutenant Governor of the Isle of Man, and the Lieutenant Governor and Chief Minister of Gibraltar.

The role of Lieutenant Governor across all these jurisdictions, and others, is the same - the post-holder is a representative of the Monarch in the islands and also acts as  a point of liaison between the islands and the UK Government and Palace staff.

The Lieutenant-Governor of Guernsey is the representative of the Crown in the Bailiwick of Guernsey, a separate Crown Dependent jurisdiction within the British Isles. The role of the Lieutenant-Governor is to undertake, on behalf of the Sovereign, many of the functions normally associated with the Head of State in a larger jurisdiction.  He also acts as a principal point of liaison between the Governments of Guernsey and the United Kingdom.

Guernsey's Lieutenant Governor was appointed by Her Majesty Queen Elizabeth II towards the end of last year, before being installed in February of this year.

As a candidate for the position, Lieutenant-General Cripwell was interviewed by a panel of senior Bailiwick representatives, before being recommended for the post and being suggested to the Queen for approval.

The role Lieutenant-Governor is confirmed by Royal Warrant, and usually is for a five-year term of office.

Lieutenant General Cripwell served in the Royal Engineers for more than 35 years and met the Queen on more than one occasion.

Following her death on 8 September 2022, at the age of 96, His Excellency said it was an honour to serve in Her Majesty's army and then to be Her personal representative in the Bailiwick.

Above: This statement was shared by Guernsey's Government House on Twitter shortly after the announcement from Buckingham Palace on Thursday 8 September.

"I served Her Majesty Queen Elizabeth II in the Army for more than 40 years and it has been my honour and privilege to be Her personal representative in the Bailiwick since February 2022.

"It was my most sad and solemn duty to receive official notification of the passing of Her Majesty and to convey it to others in the Bailiwick.

"Even in this time of great sadness, I know that everyone in the Bailiwick will always remember Her Majesty's exceptional devotion to Her people, Her extraordinary service to those She represented and Her love of these Islands."
