Tax reforms: find out more

Monday 28 November 2022

A public meeting, live-streamed, will be held tonight so anyone who wants to find out more about the tax proposals published today can do so.

The States most senior committee has said it wants a new goods and services tax [GST] at a rate of 5% on almost all purchases and an increase in social security contributions to 8.5% for employees, 8% for employers and 14.5% for the self-employed.

Policy and Resources said it also wants to cut income tax to 15p in the pound on income up to £30,000, increase the personal tax allowance by £600 and introduce a personal allowance on social security contributions at the same level as the income tax allowance - currently around £13,000.

The Committee estimates that by doing this, States' income would get a £55m a year boost.

Around £23m would come from households, £27m from businesses and the remainder from visitors and other non-residents. P&R also says this would leave most families better off with only the most affluent 40% of households paying more.

When will this happen?

The long-awaited proposals were released this morning after being shared with reporters over the weekend.

Deputies will debate the proposals in January and if they are approved the changes could be in place before the next general election in June 2025.

What is happening tonight?

Members of the Committee for Policy and Resources will be at Les Beaucamps High School tonight for a public meeting. That will be open to anyone who wishes to attend. It will also be live-streamed so people can watch from home, or elsewhere.

The meeting is due to start at 19:30 and will last approximately 45-minutes. There will also be an opportunity for questions and answers after the session by way of engagement with people at the meeting.

P&R has said it will use tonight's meeting to talk through the new package of measures that are proposed, to explain how it arrived at those decisions, and to outline the long-term financial challenges facing the States.

The meeting will be live-streamed via the States of Guernsey's Facebook page HERE.

The meeting will be available to watch back at a later time and date via that same link.
