States approve new development agency

Friday 01 April 2022

An ambitious plan to change the way Guernsey’s east coast is developed has been approved by the States of Guernsey.

Following a successful vote in the States, the Policy and Resources Committee has been given the green light to establish a development agency which would be responsible for planning changes in infrastructure along the east coast.

The successful, amended policy letter means land from the Bridge to the southern end of Town will now be run by a States owned company.

Several successful amendments added limited additional controls and clarity to the role, governance and funding of the development agency.

A successful amendment laid by Deputy Lyndsay de Sausmarez means the new development agency will need to investigate options for taking vehicular traffic away from the surface level of the Town seafront.

“Do we want to restrict our seafront to its current primary function as a vehicular thoroughfare, or do we want to broaden our horizons?” asked Deputy de Sausmarez.

She went to great lengths to distance the amendment from being simply about a tunnel and said the development agency should investigate different ways of taking vehicles off the seafront.

“Voting for this amendment doesn’t commit us to any particular option,” continued Deputy de Sausmarez.

“We could potentially use our existing infrastructure to divert traffic around the area.”

The amendment was voted through 22/11 with two abstentions and four people absent.

There were recorded votes on ten carried amendments culminating in a fully amended and approve policy letter being published ONLINE.
