Express has created a series of resources to guide readers through some of the key issues tackled by the outgoing States Assembly - this piece covers planning issues, in particular the Island Development Plan.

After a lengthy debate of over 33 amendments, the plan was passed unanimously in 2016. Since its implementation, however, it has created some cause for concern.

REVIEW:

In July 2019, a requete was laid to address some of the shortfalls of the IDP; as amended, it instructed D&PA account for the cumulative impact of multiple developments, provide greater protections for greenfield sites, and allow for third-party representations in planning meetings.

Each proposition was voted on separately. Proposition 2, which would have instructed a review of the IDP, focusing on prioritisations of developments, protections for greenfield sites and stimulation of Community Plans, was lost 11-18 with 11 absences:

Meanwhile, an amended proposition that instructed D&PA to present propositions to support the Leale’s Yard regeneration project, was carried 18-11, with 11 absences. Plans for the project were shared and discussed earlier this year, but so far ground has not been broken.

GP11:

Marc Leadbeater and Barry Paint led an amendment to eliminate the GP 11 from the plan, which aimed to incentivise developers to create low-cost housing. The amendment claimed that the GP 11 was partially to blame for developers preferring to build on green field sights, but other Deputies did not agree, and it was lost 4-29, with 3 abstentions.

This month it was suggested that the GP 11 plan is ‘failing,’ as developers are still steering clear of affordable housing developments.

GREENFIELD LEVY:

During the budget debate in November 2019, Deputies Gollop and McSwiggan proposed the introduction of a levy charged for development on greenfield sites, with the proceeds being used to fund carbon off-setting initiatives.

The amendment was lost 16-19 with 3 abstentions. Particularly in the north of the island, greenfield development sites have become increasingly divisive, with concerns about over-developing the Vale and St Sampson’s parishes, particularly when sites like Leale’s Yard have been earmarked for regeneration for some time.
