As of Saturday, some low risk workers including gardeners, mechanics and estate agents will be able to return to their jobs.
There will be strict Public Health restrictions in place though, with rules on social distancing and hygiene.
Businesses able to return to full or partial operation after 00:01 on Saturday 25 April include:
The new guidance will also allow some workers to go back to their offices, if it is necessary for the company's operation. Public Health rules require staff to be able to remain at least two metres away from each other at all times, with a maximum of five people in the entire office premises.

Any businesses that fall within those categories must notify Environmental Health before returning to work. That can be done here.
These changes are Phase Two of the island's exit strategy, with plans to eventually ease residents out of lockdown.
However, that is not the case just yet and the core message remains 'stay at home'. The restrictions mean people are still only allowed to leave their homes for exercise, to buy necessary food and supplies, for medical appointments or to work - as long as Public Health rules are followed.
"The evidence available has led us to a position where we feel confident in easing some of the current strict restrictions on businesses that have been in place since we entered lockdown," said Director of Public Health, Dr Nicola Brink.
"It will certainly not be business as usual for those who can resume work from Saturday, and businesses absolutely need to carefully read the guidance and stick to it as we cannot allow the community’s hard work in responding to this virus to be undone.

"We have always said our decisions will be based on evidence and while that has enabled us to take this step, we cannot guarantee that in the future we won’t need to tighten the restrictions again if the evidence dictates it."
The guidance around those workers considered essential to the community has not changed.
"The guidance published today is more detailed, inevitably more complicated as a result and therefore needs to be read carefully by employers to ensure they comply fully with the non-negotiable Public Health directions around social distancing and hygiene requirements," added Deputy Gavin St Pier.
"Even if you are already operating, please do read the guidance. There is no bullet-proof way of moving into this next phase as we seek to relax lockdown measures, so we need businesses and the wider community to continue supporting us to reduce the risk of the number of cases beginning to rise again.
"Our core message remains that people should stay at home unless for very specific reasons."
