A proposal to turn La Vrangue Hill one-way has been included in a Draft Development Framework for two parcels of land nearby, alongside schemes to encourage active travel in the area.
The DDF suggests more than 500 homes could be built on land behind and between La Vrangue Manor, the old Tobacco Factory, and the College of Further Education site at La Coutanchez.
An additional 50-60 homes could be built on the field between Ptironnerie Road and La Vrangue.
Traffic Impact Assessments, drawn up alongside the Draft Development Frameworks for both the Pitronnerie Road and La Vrangue sites, includes suggestions like making La Vrangue Hill one way and creating a new 'spine road' through the larger of the two planned developments.

Among the proposals for creating safe access to the two development sites is a new 3m wide shared space with La Vrangue Hill being one way while cyclists can travel in both directions.
There could be a new link road provided through the Pitronnerie Road site, along with proposed improvements to crossings at the traffic lights at the Grand Bouet/Le Bouet/Pitronnerie Road junction.
An East-West Walking and Cycling Route is also proposed with controlled crossings at the junction of Rue Thomas and Routes des Coutanchez / Pitronnerie Road. Rue Thomas could also be widened to enable safer flowing two-way traffic.
Widened shared pathways are also suggested for near the College of FE site, and at access points into the Pitronnerie Road and La Vrangue sites.
A spine road could be built through a new housing development at La Vrangue but if it isn't agreed then east/west pedestrian and cycle routes should be provided instead.

The Traffic Impact Assessment says "the development must endeavour to create a network of inter-connected streets, paths, and through roads (avoiding cul-de-sacs), that allow easy and safe movement for pedestrians, cyclists and vehicles to and within the site".
Vehicle access could be provided to the development at La Vrangue through the old Tobacco Factory site or the Old Orchard access with the factory considered to have more flexible options including entry and exit points to both La Vrangue and La Rammee.
If a central avenue were built through the development at La Vrangue, it would pass through the site from a new access point at the factory end to the Pitronnerie Road end with buses able to travel through the new residential area, away from the main road, going towards requirements to encourage use of public transport.
There could also be things like a ‘modal filter’ which would restrict car traffic but allow buses, pedestrians and cyclists to pass through - to promote public transport and active travel while stopping the creation of 'rat runs'.
Pedestrian and cycle only routes should also be incorporated when developing the masterplan for both sites, according to the TIA, with a series of improvements proposed, including an east-west route for both cyclists and pedestrians through the Pitronnerie Road and La Vrangue sites, along with wider pavements and shared pathways at key points including near the College of FE campus.

Car, motorbike and bicycle parking for residents of the new builds has been considered with 1.5 parking spaces per dwelling for homes with between one and four bedrooms, and any home built with five or six bedrooms would have two parking spaces.
Bicycle parking would be built at both proposed sites.

Draft Development Frameworks are prepared by Planning Service officers to give guidance on how the Island Development Plan policies can be applied at areas considered for development. If any planning applications are made for the sites they are encouraged to follow the guidance issued in the draft framework and the traffic assessments.
