Further delays likely for new 6th form centre

Friday 13 January 2023

Education have hinted that the redevelopment of Les Ozouets campus will be delayed for longer than already expected as changes are being drawn up to the previously approved plans.

The Committee for Education, Sport and Culture was put on the spot by Deputy Gavin St Pier who has asked a series of Rule 14 questions around staffing, building and managing the sixth form centre.

The official written questions have been answered by ESC and can be read in full HERE

It was announced in December that RG Falla had been dropped as the contractor to build the new post-16 campus at Les Ozouets. The news came as a shock to many as it was understood that the demolition work on the former St Peter Port Secondary School was due to start shortly, as the building had been vacated by College of Further Education, Youth Commission and other staff.

At the time, ESC said it plans to temporarily relocate the sixth form centre to La Mare de Carteret from 2025, for a year or two - while work is finished at Les Ozouets - meaning a delay of a year at least on opening the new campus.

Deputy St Pier asked if a new opening date of September 2026 is still viable - and was given a strong hint by ESC that it is not.

ESC confirmed that changes are being made to its architectural plans and advice is being taken from external advisors to come up with a new timeframe and timetable for the redevelopment of Les Ozouets.

RG Falla was working to a two year project timeframe but ESC said to meet that a new contractor would have to be signed up by this Autumn.

Even then a delay is likely as the island and the UK are facing challenges within the construction industry and the changes to the post-16 campus plans will likely change the timetable too.

ESC said: "Given all of the above, while officers have developed initial estimates for the time impact of changing provider, these estimates will not be sufficiently mature to share until officers have received pertinent information from potential construction partners.

"Conversation with those partners is now underway, with updated plans due to be completed for consideration by Committee in February."

ESC has also confirmed that its officers are speaking to different companies to assess "their interest and ability" to take on the redevelopment project.

The committee says any estimates on the time and cost impact of the delay "will remain comparatively immature until they are strengthened with data from potential providers. For this reason, these will not be shared at this time".

Data from potential contractors is anticipated in the next couple of weeks meaning ESC should have the information it needs to make new estimates on time delays and costs in February.
