A People’s Meeting in Alderney will give members of the public the opportunity to better understand the future of the Alderney Commission for Renewable Energy (ACRE).

ACRE was launched in 2007 through The Renewable Energy Law (2007) and regulates the deployment of all renewable energy sources in the island and its waters. It does this by charging licence fees to groups that intend to set up renewable energy operations.

Between its inception and 2017 ACRE was funded entirely through one licensee – Alderney Renewable Energy. This set-up ended acrimoniously through a financial fallout where ARE ended up owing ACRE a substantial sum in licence fees.  

The resolution of this issue was referred to in the upcoming Alderney Billet: “Between 2008 and 2017, ACRE was funded through ‘block fees’ received from a licensee. A confidential Settlement Agreement was concluded in 2018 in respect of outstanding debt due from the licensee.” 

Given that there are no more licensees or pending applications the future of ACRE was debated by the Alderney Policy & Finance Committee in 2019. It was decided the outcome of the Settle Agreement needed to be secured and therefore ACRE should still exist. Additionally, the Commission would retain all the necessary knowledge required to determine any future applications. 

A recruitment process was undertaken to appoint new commissioners to ACRE and it’s this development that will be discussed at a People’s Meeting today in Alderney – A People’s Meeting is an event held prior to a States meeting where the public can ask questions about the Billet to better understand the ramifications of it. 

The Billet states: “The Policy and Finance Committee at its meeting on 27th February recommended that Judy Craske, John Wishart and Ian Corder be invited to serve as Commissioners for the Alderney Commission for Renewable Energy for a period of up to five years. 

“The Policy and Finance Committee also subsequently recommended that Judy Craske be appointed as Chair.” 

The appointments will be voted on during the States meeting of 19 April.
