A “significant review” into the island’s IT partner should be ready for publication by June or July.

The review is being undertaken by the Scrutiny Management Committee, with input from various stakeholders and States committees.

The review was originally meant to be finalised by the end of 2023, but the complexity of the review, time needed to bring people together, and a month-long extension requested by Policy and Resources has pushed the review along. 

The States of Guernsey signed a £200million contract with Agilisys in 2019 called ‘Future Digital Services’. It was a ten-year contract that set Agilisys up as the government’s IT partner, with big plans to overhaul States’ systems. 

A review was launched in 2022 to identify value for money, the progress made in digital transformation, and the management of the contract, among other important points. 

Deputy Yvonne Burford, President of the Scrutiny Management Committee, told the States last year that “recent events have confirmed the view of the committee that this is an area that requires scrutiny”.

While the review was meant to have been completed by late 2023, Deputy Burford said the complexity of the review has pushed back that date. 

“The review is coming, but it’s a highly complex review and time was needed to get the relevant people together.” 

A final draft of the review has now gone to P&R, who subsequently requested a four-week extension, which Scrutiny granted. 

“This takes us to the end of May,” said Deputy Burford. 

The review is addressed to P&R, but once it's complete it’ll be made public.
