It is needed because politicians have failed to agree on a permanent solution of what to do with inert waste and options including reclamation into Belle Greve Bay and using Les Vardes Quarry are still being assessed.

Deputy Kazantseva-Miller asked how much it would cost to relocate the waste from Longue Hougue to another location if the plans are approved. 

“The cost of removal will depend on several factors, including the location of the future inert waste site and how much material has been stockpiled in the time before the future site is agreed and the waste can be removed,” said Deputy Peter Roffey. 

“Modelling has been undertaken on three potential viable future inert waste sites (Les Vardes, Longue Hougue South and Longue Hougue Reservoir). This indicates that for each year of stockpiling, the cost torelocate the material to one of these sites would be between £400,000 and £900,000, depending on the location.  

“It should be stressed these are current estimates and will need updating at the appropriate time.” 

The planning application from Guernsey Waste anticipates three years of stockpiling and Deputy Roffey said the cost calculations for the three possible inert waste sites “assumes each year of stockpiling will require one year to relocate”. 

He also said that “a provision to recognise the future liability, in accordance with recognised accounting practice, is being made in Guernsey Waste’s budgets from commencement of stockpiling to reflect the costs of moving the material. Therefore, provision for this in the Funding & Investment Plan is not required”.
