An annual report published by the Guernsey Police Complaints Commission could be debated in the States.

Deputies Gavin St Pier and Marc Leadbeater have submitted a ‘motion to debate’ the Guernsey Police Complaints Commission 2021 and 2022 report.

The hope is that it could be debated on 22 November, but a packed schedule will make this unlikely. 

The Commission is an independent panel that oversees complaints against the Guernsey Police and its officers.  

It published a combined annual report for 2021 and 2022 earlier this year, with recommendations that the Commission should have its responsibilities enhanced to help bolster public confidence in the complaints process and the Force itself. 

“[The Commission] continue[s] to believe that there is scope for enhancing the Commission’s responsibility to better support the original objectives of the police complaints process; that is to ensure public confidence in the complaints process and the Force in general,” it said. 

Deputy St Pier argues that the brief nature of the report and the recommendations within it suggest that it should be discussed on a more public platform. 

“The Commission has aired its frustrations,” he said. 

“This is something that warrants further scrutiny and public discussion.”
