Pay deal agreed with more States employees

After lengthy negotiations, a pay deal has been agreed between the States of Guernsey and the Prospect union, which represents around 2,000 members of staff employed by the government.

The agreement applies to all civil servants, GBA officers, air traffic controllers and learning support assistants and it has been reached following a ballot of all Prospect members in these groups which closed on Friday.

The amounts agreed vary between professions with full-time learning support assistants seeing their rates increase by £400 , backdated to 1 September 2017 (pro-rata for part-time) with a further 2% from September this year. The review date for those employed as learning support assistants will remain 1 September.

Civil servants, GBA officers and air traffic controllers will get a below-inflation 1% uplift backdated to last May with a further at-inflation 2% applying from 1 January 2018. The next pay review will be effective from the beginning of 2019.

In a statement, Deputy Jonathan Le Tocq, who leads on pay matters for the Policy & Resources Committee said it is a good deal for both the States of Guernsey and its employees. He added that 60% of all States employees have now agreed pay deals with negotiations continuing with the remainder:

"I’m pleased to be able to confirm that we have reached a pay deal with Prospect in respect of about 2,000 members of established staff. The agreement applies to all civil servants, GBA officers, air traffic controllers and learning support assistants. It follows a ballot of all Prospect members in these groups which closed on Friday. 

"Under the terms of the agreement civil servants, GBA officers and air traffic controllers will get a below-inflation 1% uplift from last May with a further at-inflation 2% applying from 1 January this year. The next pay review will be effective from the beginning of 2019.

"Full-time learning support assistants will have their rates increased by £400 from 1 September 2017 (pro-rata for part-time) and a further 2% from September this year. Their review date will remain 1 September.

"This is a good deal for both States of Guernsey and our employees. This means that about 60% of the States’ workforce now have fully agreed pay deals which run to the end of 2018 or beyond. It is my hope that, in respect of other groups still to settle for 2017, we will be able to collectively work to ensure deals for both last year and 2018 are agreed as soon as possible. We continue to work hard alongside those groups to achieve our goals, as it is to the benefit of both employees and the employer that new rates are agreed without delay."
