An experienced financial service professional has been proposed to become the island’s newest Jurat.

Kay Parnwell has been proposed to fill the judicial vacancy by Deputies Peter Ferbrache and Peter Roffey.

She has decades-worth of experience in banking, having previously worked at Barclays Wealth, Investec Bank, and is currently Business Development Lead at Polygon Collective.  

Ms Parnwell founded the Premier Banking service at Barclays Guernsey. 

Jurat Heather Reed has decided to step down from the role. She was elected to the bench in March 2021 and previously worked as a consultant the Medical Specialist Group.  

Nominations for the open Jurat position close at 16:00 on 6 September. 

The States of Election will choose the new Jurat on 25 September, sitting immediately before the States of Deliberation. It involves deputies, law officers, Jurats, Rectors, and 34 Douzaine representatives who each have a vote.  

What do Jurats do? 

Jurats sit in court cases in the place of a juries, acting as judges of fact in criminal and civil matters. 

They determine if parties are guilty or not, and if so determine sentences. 

They also hear appeals from the Magistrate’s Court, conduct contracts court for liquor licencing, conveyances and bonds, and are involved in compulsory liquidation hearings. 

Jurats also have numerous ceremonial roles at public events and the start of the judicial calendar, where they can be seen wearing their purple robes, toques, and wing collars.
