An independent panel, pulled together to review Judges and Crown Officer pay – which will liase with the current Bailiff among others - includes one former Bailiff.

Sir Geoffrey Rowland KC is one of three people appointed by P&R to an independent panel that’ll review the pay of Judges and Crown Officers every three years. He is joined by John Steele and Allister Langlois.

Policy & Resources revealed that it had finalised terms of reference for the independent panel earlier this year; following Rule 14 questions from Deputy Gavin St Pier, those terms – and additional information – has been publicised. 

The panel will carry out periodic reviews “in respect of Judges’ and Crown Officer pay” according to the President of P&R, Deputy Peter Ferbrache. It has been agreed that the panel will carry out the review every three years through a “process of consultation with the Bailiff and others”. 

Deputy St Pier has since asked for clarity on who the panel is comprised of and how they were chosen. 

Deputy Ferbrache said: “It was recognised at an early stage that the skills and knowledge required to carry out the pay reviews were quite diverse and that the panel itself would need to comprise members with varying experience. The Committee wished to ensure that as far as possible the panel should be deemed credible and acceptable to the office holders and should also, between them, have experience and knowledge of; the roles of the office holders, the Guernsey context and pay review processes and employment relations.” 

He said independence was also deemed important and the Committee asked for potential panel members to be proposed by senior HR officers. 

“The Committee is confident that, collectively, the panel has the requisite knowledge and skills to effectively discharge the terms of reference,” said Deputy Ferbrache.
