An application to erect a three-storey house for multiple occupancy in the back garden of a Bouet property has been rejected.

Planners said the scheme would overdevelop the site, be “severely detrimental” to neighbours, have unsatisfactory pedestrian access or means of escape, and is of a poor standard of design.

The applicant had wanted to build a new building to complement its current house of multiple occupation on the plot, adding 15 en-suite bedrooms, a kitchen area, living room, and utilities in the new building. 

It was planned to feature a white render and timber cladding, slate roofs and solar panels.   

But the Fire Service had “severe concerns” with access and facilities, and since there was no suitable means of escape in the plans. Furthermore, it said if the front building caught fire there wouldn’t be an adequate means of escape.  

Access to the building for all would’ve been through the existing building.  

Environmental Health agreed that fire safety is the main concern, but also said the kitchen would not be suitable for the number of occupants.  

Building control said the internal layout is incorrect and may require a repositioning of all windows and the number of bedrooms proposed. 

Seven letters of concern were submitted including that the current use of the existing building has resulted in disruption including summer parties and people climbing onto the flat roof, with police recently called to property due to a fight.  

There were also fears it would be overbearing, emergency services would struggle to access it, and it would have an impact on property values in the area. 

While ample amenity space and daylight would be acceptable to residents, planning sai“a development should not come at the expense of the character and appearance of the Conservation Area or the amenities of surrounding occupiers,” and the site falls within a conservation area.
