Deputy Andrew Taylor has withdrawn his resignation from the Development & Planning Authority at the eleventh hour, forfeiting his ability to detail his concerns with the handling of the Leale's Yard application under parliamentary privilege.
He was expected to deliver a resignation statement this morning but an amendment from HM Procurer and HM Comptroller, published less than half an hour before today’s States’ meeting began, revealed that Deputy Taylor had decided to “continue to serve as a member of the Development & Planning Authority”.
Two new members of the Authority were due to be elected to the Authority today to fill the seats left by Deputies Bob Murray and Taylor. The amendment notes that now only one member will need to be elected to replace Deputy Murray.
Deputy Taylor told Express last week that he would use today's States meeting to clarify his reasons for resignation, which included “conflicts of interest” within the Authority and “pre-determination” of the Leale’s Yard application.
"It would be premature to go into the details of such a statement now, but it is important that a statement is given to expand upon the reasons previously given, and to give more clarity to the extent of my concerns,” he said.

The statement was listed as the first item of business on the draft order paper for this weeks’ States’ meeting which was distributed to the media on Monday.
The Bailiff, Richard McMahon, told the Assembly that “he is no longer resigning… we will deal with that in due course”.
It is not clear which of the originally proposed deputies for a seat on the DPA, Chris Blin and Christopher Le Tissier, will ultimately be the Authority’s preferred choice for the now single vacant seat created by Deputy Murray's election to the Policy and Resources Committee.
