An Open Planning Meeting for the proposed Leale’s Yard housing development which was due to take place this month was delayed due to a “discrepancy” with the island’s affordable housing policy.

The President of the Development & Planning Authority, Deputy Victoria Oliver, confirmed to the States’ Assembly last week that a public meeting was scheduled for October 17 but “unfortunately there was a discrepancy in GP11, and it is currently with an independent arbitrator”.

GP11 is a crucial and somewhat controversial part of the Island Development Plan as it instructs any housing developments with more than 20 units to allocate a portion, 26 – 30%, as 'affordable housing'. 

This came after Deputy Neil Inder asked if Deputy Oliver could assure the Assembly that “the process 'to final decision' is on target for at least until the end of this year”. 

A new target date of November 16 has been set for the Leales Yard open meeting, but Deputy Oliver added this date is dependent on the arbitration finishing. 

The States have been approached for further comment.

The Channel Islands’ Co-op applied for over 300 homes, several retail units, green areas, and a multi-storey car park on the brownfield site earlier this year. 

The developer hopes to use modular homes, pre-built in the United Kingdom, before being shipped to the island and erected on-site. 

The developer previously stated its intention for many of the units to be focused on first-time buyers and the lower end of the market.

The Guernsey Housing Association also hoped that some of the homes could be allocated for partial ownership and rental.
