The island's Planning Department has paved the way for up to 34 houses to be built on agricultural land in Route Militaire.

The Development Framework for Le Four Banal, Route Militaire, St. Sampson's has been approved by the Development & Planning Authority.

A wide range of issues were raised during a four-week public consultation period, including the impact on residents and neighbouring properties, continued development in the northern parishes, traffic concerns and the loss of agricultural land. 

A Spokesman for the DPA said this feedback had informed their final decision.

"Amendments were made as a result of public feedback in respect of affordable housing requirements and comprehensive development, and to clarify that the inclusion of land with the Development Framework would not impose any obligation on landowners to develop, but serves to avoid piecemeal development and ensure the efficient and effective use of land," said the Spokesperson. 

"In terms of density and housing numbers, the exact number of units on-site will depend on the detailed design response to the specifics of this site. It is anticipated the site would be able to accommodate a density range of 25 - 35 dwellings per hectare which would need to be applied to any phase of development."

As the total site area is approximately 0.95 hectares, that downscales it slightly to around 23/24 to 33/34 properties on the land, which was once used for agricultural purposes and still contains some disused vineries.

A Development Framework does not in itself give planning permission, but provides guidance should a planning application subsequently be submitted on the site. It sets out some planning considerations for the applicant and gives a strong indication of the level and type of development that the Planning Service would be amenable to.

According to the DPA, only eight new properties were completed in the Vale and St Sampson's Main Centre in 2019, compared to 45 in the St Peter Port Main Centres and 25 Outside Centres.

Concerns have been expressed by many people about the sheer volume of sites in the vicinity that could also be developed, including the Leale's Yard regeneration scheme, several proposed developments in Braye Road, the Pointues Rocques project, plus any potential increase in traffic should St Sampson's High become a larger 11-18 school as part of the transformation of local education.
