Soulsby makes history as first female Deputy Chief Minister

Former Health & Social Care President Heidi Soulsby has been formally announced as Guernsey's new Deputy Chief Minister following Policy & Resources' first committee meeting.

The P&R Committee has held its first formal meeting since its new members were appointed at the weekend.

Now under the leadership of Deputy Peter Ferbrache, committee members Mark Helyar, Jonathan Le Tocq, David Mahoney and Heidi Soulsby will each take up "various lead roles on specific areas" within the wider Policy & Resources mandate.

Despite a significant overhaul in its membership, Deputy Le Tocq provides continuity and will retain his role as the committee's lead on external relations and constitutional affairs. 

“I believe we have assembled an excellent team at Policy & Resources which brings together political experience as well as an injection of new ideas thanks to Deputies Helyar and Mahoney who join us with a fresh perspective from their accomplished professional careers outside the States," said Deputy Ferbrache.

"We want to deliver the changes that we believe the community wants, reflected in the overall result of the General Election. But we will do this in a careful and considered way, ensuring we maintain stability at what is clearly an uncertain time with many major challenges in front of us.”

Deputy Ferbrache said he will personally focus on improving Policy & Resources’ relationship with other States committees to ensure "collegiate working becomes and remains a hallmark" of this Assembly.

Deputy Soulsby will be his second-in-command on the back of four years heading up the HSC Committee, which has struggled to replace her.

“It is an honour to take up the role of Vice-President of the Policy & Resources Committee, and to be the first woman to hold the post which doubles as the Deputy Chief Minister," she said.

"No one is more aware than me of the challenges Guernsey faces now but I am already optimistic that this committee, and this States more widely, has the skills and the drive needed to meet them.”
