A second round of feedback has pushed back the long-awaited review into the island’s IT partner.

A review of Agilisys and its work supporting the States of Guernsey is being undertaken by the Scrutiny Management Committee, with input from various stakeholders and States committees.

The review was originally meant to be finalised by the end of 2023, but the complexity of the review, time needed to bring people together, and a month-long extension requested by Policy and Resources pushed the review along to July. 

That deadline has been passed and the President of Scrutiny, Deputy Yvonne Burford, said a set publication date is uncertain. 

She said Scrutiny has taken the position that, with something this complicated, the review needs to be done ‘properly’. 

The aim is still to publish it before the end of the term, with a hope to publish before the end of the year. 

The States of Guernsey signed a £200million contract with Agilisys in 2019 called ‘Future Digital Services’. It was a ten-year contract that set Agilisys up as the government’s IT partner, with big plans to overhaul States’ systems 

A review was launched in 2022 to identify value for money, the progress made in digital transformation, and the management of the contract, among other important points 

Policy and Resources and Agilisys have both had sight of the recommendations within the review and a request has been made for a second round of feedback to them. Responses from P&R and Agilisys are expected by the end of the month. 

With the States of Guernsey continuing to improve IT resilience in government, Deputy Burford said “we don’t think a delay will make a material difference”.
