P&R "strives to be open and transparent"

Policy & Resources has said it is welcoming the findings and recommendations of the Governance Review by Professor Catherine Staite, published today.

The report reflects how the Committee "strives to be open and transparent", to act "with integrity and to be clear in its purpose, particularly for delivering value for money".

But it also put the current structure of the States under scrutiny, and levelled some criticism at it. While the Policy & Resources Committee is not the only one impacted by the current government structure, the report said it faces some unique challenges because of its role as the senior committee, without ‘levers and sanctions’ to fulfil this responsibility. These issues relating to the government structure are something the Policy & Resources Committee said it will discuss with the States’ Assembly & Constitution Committee, although it also said it was "conscious of the other pressing priorities both committees currently face".

Deputy Lyndon Trott, Vice-President of the Policy & Resources Committee, said: "It is right that our Committee undertook this kind of scrutiny, in the way others have. I am proud to serve on the Committee and was confident in the way we observe good governance. My colleagues and I have endeavoured throughout this term to put the qualities that make for good governance – integrity, transparency, clarity of purpose and objectivity– at the front of our minds at all times."

The report also provided a number of recommendations for how the Committee can work more efficiently, communicate more effectively with the public and within the States as an organisation, and where possible, simplify areas that have become overly complex. The Committee said it was now looking at how it can best act on those recommendations.
