St Peter Port's accounts for 2021, '22 and '23 should be ready for publication early next year.

The parish had fallen behind in its annual obligations with no full explanation yet given.

The Senior Constable Diane Mitchell was left to pick up the pieces, just six months after being elected as Junior Constable earlier this year.

This week she confirmed to Express that "the Parish accounts for 21, 22, and 23 have just been completed by DNA accounting.

"They are in the hands of the auditors, Lince Salisbury," she said. "We are hoping to publish those accounts early in the New Year."

Once those accounts have been published the parish should be able to catch up on its legal obligations for the 2024 accounts she said.

"The accounts for 2024 are being finalised by DNA and will be audited in the New Year as final invoices are received and bills paid.

"We are scheduling the publication of those audited accounts by the end of February 2025 when we will be back on track with annual publication and remede."

Constable Mitchell added that the parish is also still looking into the legal ramifications of falling behind with its accounts.

"We have also sought legal advice regarding the question asked at the parish meeting on November 6th. It was asked whether the accounts that were presented to the Royal Court, if inaccurate and not audited were legal to ensure the remede was correct," she said.

"I have contacted the Law Officers and this work is proceeding."

By law, each parish is expected to submit audited accounts to the Royal Court annually, so the parish remede can be set. 

The remede is then used to levy the rates that resident pay.

The most recent set of published accounts for St Peter Port were 2020's, released in 2021. They were signed off by Zoe Lihou who was Senior Constable at the time. Lince Salisbury was contracted as 'independent auditor' then.

At that time, St Peter Port held net assets valued at £967,035. 

Ms Mitchell was elected as Junior Constable in July but was thrust into the senior role in August when her former-colleague Ms Lihou resigned from the post when questions were asked about the missing accounts.

Ken Acott was elected Junior Constable for St Peter Port this week.
