Planners have turned down an outline planning application for 12 homes on a piece of land off Saltpans Road.

Applicants Shire Limited wanted to develop land to the south of properties Treetops and Hunters Haven in St Sampson. The site forms part of the wider Franc Fief housing allocation which was previously identified as being ripe for hundreds of new homes but is in multiple ownership.

As only outline planning permission was being sought, no details of layout, design or scale were proposed and it would’ve needed to form the content of a separate planning permission if the principle of development was approved.

As it stands, that principle of development was not approved. 

In a notification of refusal, planners said: “The proposal does not conform to a comprehensive scheme for the whole allocated housing site and it has the potential to compromise or inhibit the most effective and efficient use of this allocated housing site. The proposal does not accord with Policies MC2 or GP10.” 

Four representations were made, which raised issues such as how well the local area would be able to handle additional traffic. The lack of a comprehensive Development Framework for the entire Franc Fief site was also seen as a negative. 

The application failed to fulfil GP10 which states: “In considering proposals for development the Authority will take into account the need for individual proposals to conform to a comprehensive scheme for the whole site or area in order to make the most effective and efficient use of the land. Proposals will not be supported where their implementation in isolation would compromise the most effective and efficient use of land.” 

The Constables of St Sampson said: “It is strongly believed that only with a DF for the entire HAA can GP10 be upheld.   

“It is notable that in considering this proposal for development the Authority will be unable to take into account the need for this individual proposal because it cannot conform to the comprehensive scheme for the whole site because, as a matter of fact, there is no comprehensive scheme, there is no DF.  

“Without this then it cannot be deemed in accordance with this policy.”
