Independent review “not a mechanism for investigating historic complaints”

Tuesday 20 February 2024

A review of current paediatric practices and culture is “not a mechanism for investigating historic complaints” according to the President of the Committee for Health and Social Care.

Deputy Al Brouard released a statement following the publication of several Rule 14 questions that probed a review being undertaken by the Royal College of Paediatric and Child Health (RCPCH).

The review into Guernsey’s paediatric services will be carried out later this year, and Deputy Gavin St Pier asked about the terms of the review and whether the findings will be made public.

It was subsequently revealed that the report would not be made public, to which Deputy St Pier said he was “disappointed”.

In response, Deputy Brouard said: “As we have stated previously, an independent review of acute paediatrics and community paediatrics is scheduled to take place in 2024 within an established programme of five-year reviews and service re-design.”

The President of HSC continued by explaining that the Committee publishes its “commissioning intentions” in September each year.

“The 2024 commission intentions were published on 12 September 2023 – full details can be found here: Secondary Healthcare - States of Guernsey (gov.gg)

“The upcoming independent review of acute paediatrics and community paediatrics will follow the same process as all others, including not being published.

“Deputy St Pier seems to both want independence for the review and HSC to micro-manage what the independent reviewers do. This is not a review instigated because of his concerns, it is part of our rolling five-year programme of independent reviews of our services and will therefore be carried out in line with all others.

“These reviews are a valuable part of our routine quality assurance processes and we would expect any concerns about services to be raised as part of the review, together with areas of good practice to be identified.”
