A former Chairman and Lord Mayor of the City of Westminster, known for securing improvements to one of London's most financially efficient districts, has joined the Executive Committee of the Islanders Association.
Harvey Marshall was the Chairman and Lord Mayor of Westminster in 2001-2 and served that Council until 2013, when he retired and moved back to Guernsey, having a family history on the island which goes back to 1154.
He said he had observed the "slowing of Guernsey’s economy", the "lack of direction" of Guernsey’s Government and the "absence of progress in tackling many important matters, such as connectivity": "significant changes in the ethos of government are needed, and much better leadership, if Guernsey is to succeed in the future rather than sleepwalking into decline".
"I joined the Islanders Association because I see it as offering the best chance of securing effective action and financial efficiency in the government of Guernsey. I bring not only a business background but also 23 years’ experience of moulding and managing governmental policies on a similar scale for the benefit of the local community and economy," he said.
"I would encourage anyone who wants to see sensibly focused government and the prudent application of community resources to join the Association and get Guernsey’s government working again."
During his time at Westminster, the City had a 250,000 population and over one million people visiting a day. With that came major responsibilities, including the encouragement of international business in the City. This was a function within Mr Marshall’s portfolio for several years, as the Lead Member for Economic Development, in which role Mr Marshall conceived and developed the Westminster Partnership - a unique and highly successful partnership between business and local government.
In his latter years he was made responsible for Westminster City Council’s property portfolio of both operational and investment properties, with an estimated value exceeding £10Bn, as to which Mr Marshall was responsible for strategic decisions as to management, streamlining and economic development.
Mr Marshall will now be sitting on the Executive Committee of the Islanders Association.
