Grade: With effect from 1 January 2023, the salary scale will be - EGIII - £47,953 - £51,057 or EGIV - £52,610 - £55,547 plus Financial Skills Allowance (£1,685 flat rate per annum)

The States of Guernsey are looking for an Economic and Financial Crime Investigator (Criminal and Civil Investigations) to join their team at the Economic and Financial Crime Bureau (EFCB). 

The EFCB is an independently led enforcement unit that is working towards becoming an autonomous agency with its own statutory powers. Its mandate is to investigate serious and complex economic crime, money laundering and the recovery of the proceeds of crime.

 

The EFCB is looking for economic and financial crime investigators to: investigate a range of criminal offences including money laundering, terrorist financing, fraud, bribery, corruption, sanctions evasion; investigators to conduct conviction and non-conviction based asset recovery investigations; and investigators to work in a new case development team responsible for building potential criminal and/or civil casework. The post holder(s) will work as part of a team of investigators (each led by a supervisor), supported by legal, accountancy and banking specialists, to investigate and build cases for consideration of charging decisions and civil remedies by the Law Officers of the Crown.

Successful applicants will be expected to plan and manage investigations in consultation with their investigation supervisors and where appropriate, will be mentored and provided with opportunities to develop their knowledge and skills across EFCB functions. Investigators are required to foster effective relationships with enforcement partners (domestically and internationally), the Law Officer Chambers and other relevant stakeholders pursuant to their investigative duties.

In order to satisfy residency criteria you need to have been resident in the UK or Guernsey for a period of 5 years. The calculation of the period of time refers to the period immediately before an application is made and not any other period or accumulation of time spent in the UK or Guernsey.

 

Convictions likely to be considered relevant to this post include crimes involving Theft, Dishonesty and Fraud.

Should the successful applicant not meet the requirements sufficiently he/she may be appointed at a lower grade than stated. The successful applicant would then have the opportunity to progress to the grade advertised once the necessary skills and knowledge have been developed and they have demonstrated the ability to undertake the duties at the higher level.
