First time Island-wide for effective and consistent leadership of ideas. I want to give fresh energy and impetus to get the island going again after the Coronavirus heartbreak.
For me the key campaign themes are education, economic regeneration, efficiency of government, the environment and personal empowerment.
I await the Pause and Review educational findings with great interest but I have consistently supported a THREE school model, with either a sixth form college or one school having a sixth form facility. I would prefer the excellent sixth form centre to continue on its present site rather than being split into two or three parts. I wish to see schools develop centres of excellence and specialisms and support additional funds to ensure lower pupil/teacher ratios. I want inclusivity with every child able to develop their potential with an emphasis on lifelong brighter future skills enhancement and better integration for children with special needs and abilities.
One major theme of Revive and Thrive is looking afresh at the right kind of sustainable growth that rebuilds with the right mixture of high value, low impact digital development, consumer satisfaction and green funding initiatives. Renewable energy, arts and the creative sector, our sports offer, upgrading tourism and effectively managing capital investment and showcase development of exciting projects are all essential. We need a culture of lower taxation for innovative business and the bright star earners of the rising generation. Our taxation structure is uncompetitive especially for younger families - I support grants to improve air and sea services vital to our future.
I believe we would be more effective with stronger Scrutiny and accountability. If re-elected after many years of work on Scrutiny and Legislation Committees I would seek the Presidency of The Scrutiny Management Committee. I would immediately hold reviews into bonds and borrowing and reinstate an effective Public Accounts Committee and invite more political members to participate effectively. Better auditing of Government with changes to procurement and commissioning should build back better and save millions of pounds. Smaller committees, more use of non-political island talent and a new look at ministerial and cabinet streamlining would be my goal and ambition.
Further efficiency and improvements to the bus service, greater protection for biodiversity habitats, acquisition of green land, the consideration of island national parks and ecological energy investment grants are all key concerns. The Island Development Plan needs review so that delays can be minimised, tired areas are revamped especially brown fields, the Bridge and the Old Quarter and we kickstart affordable social and first time buyers housing. I support more sensible planning exemptions too.
We need evolution of our health services to enhance excellence and prioritise screening, preventative health care and affordable accessible health across the community. Everything from strengthening mental health services to investing in the best NICE drugs and fertility treatments must be considered. We also need effective implementation of anti-discrimination equalities legislation, affordable reasonable adjustment for all of our people with needs or disabilities and a culture of respect and empowerment for all.
