Recruitment begins for new Head of Public Service

The Policy & Resources Committee has begun looking for a “highly credible leader” to fill the position left open after the sudden exit of Guernsey’s last Chief Executive of the States of Guernsey, Paul Whitfield.

Following Mr Whitfield’s departure ten months ago, Mark de Garis has been the interim CEO. It was first understood that he would only hold the position for six months while a full-time replacement was found.

Today (6 June) the States of Guernsey revealed a job advert for the Head of Public Service, a role created after a review of the previous Chief Executive position.

President of P&R, Deputy Peter Ferbrache, said: “As the lead civil servant for the States of Guernsey, the Head of the Public Service is the most senior point of contact for politicians and government services. 

“We are looking for a highly credible individual, capable of providing strong, visible and consistent leadership across our diverse range of public services.”

Deputy Ferbrache continued: “The Head of the Public Service will need to quickly establish a clear vision and direction for the organisation, which incorporates both individual and collective accountabilities within our politically-led environment.”

The successful candidate will be responsible for a workforce of approximately 5,000 employees.

Mr De Garis stepped up to the role of interim Chief Executive after Mr Whitfield was suddenly dismissed in August last year. The reason for Mr Whitfield’s departure has been elusive, as has the cost of removing and replacing him.

"The Committee recognised the need for a change in senior leadership and have taken action to bring this about," said Deputy Ferbrache, at the time.

A recruitment pack is available ONLINE and includes an introduction to the role from Deputy Ferbrache, thanking applicants for their interest in the opportunity "to take a lead role in the island of Guernsey".

The role requires five essential criteria to be met, including an excellent understanding of the States of Guernsey and a proven track record of strategic leadership. The salary is set at £190,000 per annum and the closing date for applications is in ten days’ time (17 June).
