Pressure felt but little disruption

Wednesday 29 May 2019

The strike held by some States employees has had little impact on services with both essential and non-essential services continuing pretty much as normal today and tonight.

The industrial action has been taken today by Unite the union members - who have also said they'll work to rule for the rest of this week, therefore not doing any overtime which they would normally do - as their pay dispute with the States continues.

In a statement, the States admit the strike "has put some pressure on services" but "there has been little disruption to the public, and essential services at the hospital, airport and harbours have been maintained."

Other non-essential services have also continued today, with the island's waste facilities remaining open while sewage collections have been taking place on a 'prioritised basis'. Tonight's scheduled rubbish and recycling collections are expected to take place as normal.

In the statement released late this afternoon, the States spokesperson said:

"We do not anticipate any other disruption over the rest of this week in light of the decision to ‘work to rule’ by Unite members, but we are monitoring the situation across all States of Guernsey services and will issue further advice if there is any change."

The latest statement also said that talks are ongoing to try and bring the pay dispute to a close.

"With regards to the ongoing discussions around pay and conditions, the Policy & Resources Committee, which acts as employer on behalf of the States of Guernsey, will proactively engage with the industrial disputes process.

"As stated in the Deputy Industrial Disputes Officer’s statement issued yesterday, it has been deemed appropriate that the dispute be referred to either voluntary arbitration or an industrial tribunal; both established under the Industrial Disputes Law.

"The Policy & Resources Committee will now focus on engaging with this process, and is committed to continuing dialogue with Unite the union."
