The Delancey Conservation Committee has spoken out against Plannning and the DPA after it was revealed that a controversial proposed development at Pointues Rocques had been put out for consultation despite being "incomplete".

Earlier this month, Development & Planning Authority President Dawn Tindall announced that the consultation period for plans to build 68 properties within a St Sampson's conservation area had been extended.

This was because Planning had discovered, following "usual process", that some documents that the applicants were supposed to provide were absent. 

The Delancey Conservation Committee has since issued a statement outlining its views on the situation. They are now questioning whether the whole situation has been a sham. 

"It is extremely unfair to expect the community to make representations on a piecemeal basis. The public have a legitimate expectation that the Authority will not register an application as valid until all required documents are present, as both the statutory Planning Application Form and the Law demand.

"The Planning Authority has not considered the hugely negative impact its actions in triggering an illegally premature representation period have had on the community: putting us through the considerable and unnecessary stress of having to provide representations in relation to a deficient and incomplete application. This represents procedural unfairness to the community."
