The Committee for Health and Social Care has provided a breakdown of costs after spending £4.77m on project planning relating to the modernisation of the island’s hospital.
Deputy Lester Queripel submitted Rule 14 questions after noting that “there is no breakdown” in the States’ accounts relating to sums of £1.92m and £2.85m.
Committee President, Deputy Al Brouard, provided the response and commented that the two sums were for two separate phases of the project planning.
“The Our Hospital Modernisation (OHM) Programme is a complex, multi-year series of interlinked projects consisting of two main building phases plus a range of associated critical works which has an estimated cost range of £120 to £160m,” said Deputy Brouard.

Deputy Brouard continued: “As with any programme of this scale, financial resources are required to ensure that development is properly planned, managed and executed to meet timelines and ensure value for money. All contracts with providers have appropriate governance systems in place and are overseen with appropriate management safeguards.”
Deputy Brouard said that the £2.85m was “largely being used to progress Phase 1” of the project, while the remaining £1.92m supported the progression of Phase 2. “Aspects of both phases are running simultaneously, so there is some overlap of activity,” he said.
"The £960,000 spend relating to the Programme Management Office covers a period of 21 months and relates to OHM programme director, programme manager, SRO, project manager, programme support officers, communications managers, data analysts, senior supplier and many more key personnel critical to progress a programme of this scale and magnitude."

Deputy Brouard continued: "Funding of £1.72m was approved by the Policy & Resources Committee on 17 August 2021 to allow HSC to complete RIBA 3 design work in respect of Phase 2 of the OHM Programme.
"The funding was used to pay for a range of professionals including architects, engineers, project managers and other specialist minor consultants who have been required to progress the RIBA 3 work for Phase 2."
Deputy Brouard said a breakdown for the "actual fees for each provider" could not be provided as were subject to commercial confidentiality agreements. "[The fees] were negotiated with the oversight of the States of Guernsey Procurement officers to ensure active competition and value for money," he said.
"The Committee can confirm that all appointed suppliers have delivered their work as expected within the funding allocation the Committee was provided with."

"The additional £0.2m making up the balance of £1.92m was utilised to refurbish the Les Huriaux building which was previously in a ‘mothballed’ state before being brought into use as the OHM programme headquarters, including hosting Phase 1 site management staff of J W Rihoy," added Deputy Brouard.
