A deputy has quizzed the President of Policy and Resources on his knowledge of alleged statements made by civil servants.

Deputy Andy Taylor utilised information he’d gained via a code of conduct complaint made against him to determine whether civil servants in P&R were making statements without the President’s knowledge.

"By way of amendment of the Finance and Investment Plan in October last year, the States resolved to seek assurances of due diligence checks as may be necessary into any company, its directors and its financial status, including assets and liabilities ahead of any investment in Bridge regeneration,” he said on Wednesday [24 April]. 

"Then on the 1st January 2024 Charles McHugh and Omnibus Investment Holdings stated in a code of conduct complaint that the States officers involved in the ongoing due diligence process into Omnibus and Leales Yard told Charles McHugh that there was no requirement to call for any extra due diligence into the directors of Omnibus. 

"Were P&R aware of any officers making such a declaration to the subject of the said due diligence checks?" 

The President of P&R, Deputy Lyndon Trott simply said "no" in response.

Several supplementary questions were then asked of Deputy Trott, most were disallowed by the Bailiff, but two from Deputy Taylor were. 

He asked, if no, why not?” to which Deputy Trott said: "For a start Sir, I have not seen the code of conduct complaint Deputy Taylor refers to - so the answer no, remains the answer no. I'm not sure what else I can say." 

Deputy Taylor ended by asking: "In the last meeting we heard of the failings in HSC due to a civil servant 'going rogue' - does it concern the Committee that it has a lack of knowledge about comments its officers are apparently making?" 

"The operative word there is apparently , I don't know if those assertions are accurate or not,” concluded Deputy Trott. 

The questions came in the wake of two code of conduct complaints lodged against Deputy Taylor by Mr McHugh, both of which were found to be inadmissible.
